From Governor’s Office of Motion Picture & Television Development:
The series finale of The Blacklist aired earlier this month (August 2023), wrapping up 10 incredible seasons taking place all over the world and all filmed in New York. The 10th and final season featured iconic New York City locations such as The Metropolitan Museum of Art, United Palace, Argosy Book Store, Brooklyn Army Terminal, and more. Throughout the series, viewers saw New York City filming locations disguised as international destinations. For example, scenes taking place in Berlin, Germany were filmed at the Cunard Building in Lower Manhattan. The Lower East Side stood in for Paris, France, the Financial District and Fort Wadsworth in Staten Island posed as Russia, and the Manhattan Cruise Terminal and the Cultural Services of the French Embassy stood in for Washington, D.C. As seen in The Blacklist and plenty of other productions, New York State is home to a variety of unique locations that can look like anywhere in the world!

James Spader Confirms The Blacklist Has Been Picked Up for a 10th Season | The Tonight Show 2-22-2022
The Blacklist was expected to be filming the series finale at Jones Beach State Park (April 20) and it looks like there will be some action. The wrecked tow truck and SUVs (on Bay Parkway near Field 3) bear D.C. plates and are definitely prop vehicles.
